After Japan's attack on Pearl Harbor on December 7, 1941, the Wang Jingwei regime declared war on Britain and the United States. Against the backdrop of the Pacific theater of World War II and the shifting course of the Sino-Japanese War, members of the underground Communist Party do everything they can to undermine relations between the central government and Japan. The film follows underground workers who risked their lives to send intelligence and defend the motherland.
