In 1996, a documentary crew arrives at a boys' reform school in Britain. Headteacher Steve struggles to keep the institution from closing amid government education reforms, while his own mental health comes under strain. At the same time, Steve and the teachers try to reach Shy, a quiet, withdrawn boy wrestling with his fragility and violent impulses.
