Medical examiner Paul Herzfeld finds a note in the head of a horribly mutilated corpse: a phone number and an instruction that he will learn the fate of his kidnapped daughter if he calls it. Paul travels to the island of Heligoland, cut off from the mainland by a violent storm, where another body is waiting with more clues. It is only the beginning of a chain of deaths as a psychopathic kidnapper plays a deadly cat-and-mouse game with his victims.
